Objective(s): Despite the implementation of the global 95-95-95 strategy to control the HIV epidemic, achieving these targets—particularly in Iran—remains challenging. International health promotion conferences have emphasized strengthening community action as a key strategy to realize the goal of “health for all.” This study aimed to identify and analyze community-based interventions for HIV prevention and control by conducting a scoping review of relevant literature.
Methods: This study is a scoping review conducted using the five-step framework proposed by Arksey and O’Malley. A systematic search was carried out in PubMed and Google Scholar, focusing on English-language studies published between 2019 and 2024. Only full-text studies with experimental or quasi-experimental designs that evaluated the effectiveness of a community-based intervention in HIV prevention or control were included. The quality of the included studies was assessed using the RoB2 tool for individually randomized trials and the RoB2 CRT tool for cluster randomized trials. Community participation was evaluated using the IAP2 Public Participation Spectrum.
Results: A total of 280 studies were initially identified, of which 15 met the inclusion criteria and were reviewed. Most studies focused on interventions aimed at HIV control, such as early diagnosis and treatment. The interventions included a wide range of activities, from education and counseling to street festivals and door-to-door distribution of HIV test kits. In most studies, peers were actively involved in delivering the interventions. All studies reported varying degrees of effectiveness in achieving their intended outcomes. Community participation was generally at the levels of "involvement" and "collaboration." Financial incentives were frequently highlighted as effective tools to enhance engagement.
Conclusion: This review suggests that community-based interventions, particularly those involving active community participation and incentive mechanisms, can effectively contribute to achieving HIV prevention and control goals in Iran.
