Dear Editor,
The state of a country is composed of territory, population, and government. The government, as the executive arm of the state, is responsible for governing the country. It is tasked with ensuring the safety and security of citizens, maintaining social and economic stability, providing essential public services, empowering people to secure their livelihoods, and ultimately promoting public welfare. Health is a central pillar of sustainable social and economic development. Ensuring population health requires strengthening the national health system.
The health system consists of organizations and people who are responsible for policy making, financing, generating resources and providing health services to promote, restore or maintain people health. The Ministry of Health is in charge of the country's health system. The Minister of Health is responsible for policy making, provision of resources, administration, supervision and control of the health system to provide quality, safe and effective health services to the people of the country. Therefore, the Minister of Health must have high talent (intelligence, knowledge, skills and experience), good personality (beliefs, values and behaviors), physical and mental abilities and sufficient motivation to perform assigned tasks.
