fa طراحی مدل ساختاری برای وزارت رفاه و تأمین اجتماعی ایران توصیفی Descriptive با توجه به اهميت رفاه اجتماعي بر بهره‌وري نيروي كار و سرمايه انساني، اهميت رابطه رشد و توسعه اقتصادي با رفاه اجتماعي و تأثير آن بر توزيع درآمد و در نتيجه، برخورداري از برابري و عدالت و تأمين رفاه جامعه، وزارت رفاه و تأمين اجتماعي در سال1383 به صورت وزارتخانه‌اي مستقل آغاز به کار كرد. بر اين اساس، پژوهش حاضر با هدف شناسايي ساختار و مبناي پوشش و وظايف اساسي حوزه رفاه و تأمين اجتماعي در ايران و كشورهاي منتخب، انجام شد تا ساختاري متناسب با وضعيت ايران پيشنهاد گردد. <BR>در اين مطالعه که به صورت توصيفي ـ تحليلي انجام شده است، به منظور ارائه الگو، بررسي تطبيقي ساختار نظام رفاه و تأمين اجتماعي در کشورهاي منتخب نيز صورت گرفته و از بين ابعاد ساختاري، بعد تمركز به منزله محور اين بررسي انتخاب شده است. <BR>يافته‌هاي حاصل از اين پژوهش، شباهت‌ها و تفاوت‌هايي را در وضع موجود ساختار رفاه و تأمين اجتماعي جامعه پژوهش نشان دادند. شباهت‌ها عبارتند از: <BR>- در غالب کشورها، اصول و مباني مشتركي براي تحقق هدف‌ها و وظايف وجود دارند؛ <BR>- از نظر پيچيدگي، ساختار تشكيلاتي تمامي كشورهاي مورد مطالعه، ساده و كم حجم و نظام برنامه‌ريزي، متمركز و اجرا در آنها به صورت نامتمركز هستند و در مجموع نيز ساختار مديريت رفاه و تأمين اجتماعي از ساختار نامتمركز تبعيت مي‌كند. <BR>تفاوت‌ها عبارتند از: <BR>- در کشورهاي منتخب، در ارتباط با بعد ساختاري، دو رويكرد متفاوت براي تفکيک نظام‌هاي رفاه و تأمين اجتماعي وجود دارد: رويکرد مبتني بر پوشش (Coverage) اقامت و رويکرد مبتني بر پوشش اشتغال. <BR>مطالعه وضعيت ايران نشان داد که وظايف و مأموريت‌هايي که براي اين وزارتخانه در نظر گرفته شده بسيار متنوع و متعددند و لازم است خدمات آن همه افراد جامعه را شامل گردد. براي تحقق اين امر، پيشنهاد مي‌شود که مليت، مبناي پوشش جمعيت قرار گيرد. ساختار نيز بايد به سمت وضعيت نامتمركز حرکت كند تا از شكل پيچيده خارج شود و در قالب ساختاري ساده و كم حجم قرار گيرد. در اين حالت، فعاليت اصلي دولت درحوزه رفاه و تأمين اجتماعي به برنامه‌ريزي، ارزيابي و تعيين استاندارد در سطح كلان محدود مي‌شود تا بتواند با توان بيشتري به اين امور بپردازد.</span> <P>Payesh<BR>2009; 8: 171-180<BR>Accepted for publication: 10 September 2007<BR>[EPub a head of print-20 Apr. 2009]</P> <P>Objective(s): To recognize the structure, covering criteria and basic duties of the ministry of welfare and social security in Iran and some selected countries and to choose an appropriate structure for Iran.<BR>Methods: In this observational study, to find a model for Iran, the structure of ministry of welfare and social security in some countries has been studied. Of all the structural aspects, centralization has been chosen to be the axis of this study.<BR>Results: The results of this study showed some differences and some similarities in the structure of welfare and social security in target communities. Similarities: in most countries the basics of duties for reaching goals is the same. The structure is simple, brief and the planning is centralized and the performance is non-centralized. The whole structure of ministry of welfare and social security management is non-centralized. Differences: there are two different methods for analysis of welfare and social security; coverage method and occupational method.<BR>Conclusion: This study showed that the duties that were determined for this ministry are broad and various. It is necessary to cover everybody in the society. To achieve this goal, coverage criteria must be nationality.<BR>The structure should be non-centralized to have a simpler, briefer structure.
