fa چالش‌های برنامه‌ریزی استراتژیک در بیمارستان: یک مطالعه کیفی توصیفی Descriptive <div style="text-align: justify;"><span style="font-size:16px;"><strong><span style="font-family:b nazanin;">مقدمه:</span></strong><span style="font-family:b nazanin;"> برنامه‌ریزی استراتژیک، علم و هنر تحلیل استراتژیک سازمان، پیش‌بینی تغییرات محیط داخل و خارج سازمان، تعیین اهداف استراتژیک، توسعه استراتژی‌ها و تخصیص بهینه منابع برای دستیابی به مزیت برتری است.</span><span style="font-family:b nazanin;"> تدوین و اجرای برنامه&shy; استراتژیک در بیمارستان&shy;های ایران با چالش&shy;هایی همراه بوده است. این مطالعه با هدف شناسایی چالش&shy;های برنامه‌ریزی استراتژیک در بیمارستان&shy;ها انجام شد. </span><br> <strong><span style="font-family:b nazanin;">مواد و روش کار:</span></strong> <span style="font-family:b nazanin;">این پژوهش کیفی به روش پدیدارشناسی و با استفاده از مصاحبه&shy; های نیمه ساختار یافته با ۴۷ نفر از مدیران عضو تیم برنامه‌ریزی استراتژیک 17 بیمارستان دولتی، تأمین اجتماعی، خصوصی، خیریه و نظامی استان تهران انجام شد. از روش تحلیل موضوعی برای تحلیل داده &shy;ها استفاده شد. </span><br> <strong><span style="font-family:b nazanin;">یافته ها:</span></strong> <span style="font-family:b nazanin;">مدیریت و رهبری ضعیف، برنامه&shy; ریزی نادرست، فرهنگ نامناسب سازمانی، عدم توجه به یادگیری سازمانی و مدیریت ضعیف کارکنان، بیماران، منابع و فرآیندهای کاری موانعی بر سر راه برنامه‌ریزی استراتژیک در بیمارستان‌های استان تهران ایجاد کردند. عدم توجیه برنامه‌ریزی استراتژیک، استفاده از مدل نامناسب برنامه&shy;ریزی استراتژیک، تعداد کم کارکنان و بار کاری زیاد آنها، آموزش ناکافی، مشارکت و تعهد کم مدیران، کارکنان و پزشکان در تدوین و اجرای برنامه استراتژیک، کمبود منابع، توجه کم به کار گروهی و بیمار محوری و عدم وجود سیستم مناسب برای مدیریت و ارزشیابی فرآیندهای کاری از جمله مهمترین چالش‌های برنامه‌ریزی استراتژیک در بیمارستان‌ها بودند.</span><br> <strong><span style="font-family:b nazanin;">نتیجه گیری:</span></strong> <span style="font-family:b nazanin;">مدیران بیمارستان&shy;های استان تهران با چالش&shy;های متعددی در برنامه&shy; ریزی استراتژیک مواجه هستند. این چالش&shy;ها در صورتی که به خوبی مدیریت نشوند، مشکلات زیادی در تدوین و اجرای برنامه‌های استراتژیک ایجاد خواهند کرد. بنابراین، ضروری است که سیاستگذاران و مدیران نظام سلامت اقدامات لازم را برای رفع این موانع بکار گیرند.</span></span></div> <div style="text-align: justify;"><strong>Objective (s</strong><strong>):</strong> Strategic planning (SP) is the art and science of strategic analysis of an organization, forecasting changes in an organization&rsquo;s internal and external environments, articulating strategic goals, developing strategies, and utilization resources to achieve competitive advantage. Iranian hospitals are facing challenges in formulating and implementing strategic plans. Hence, this study aimed to explore and identify strategic planning challenges in hospitals.<br> <strong>Methods:</strong> This qualitative study was conducted using semi-structured interviews with 47 managers of 17 public, private, social security, charity and military hospitals in 2016. Hospitals were selected purposefully from Tehran province hospitals in Iran. Content thematic analysis was used for data analysis using inductive approach. Overall, 8 themes and 34 codes were identified from the data.&nbsp;&nbsp;<br> <strong>Results:</strong> weak leadership and management, in-effective planning, inappropriate organizational culture, insufficient organizational learning, and ineffective management of employees, patient, resources and processes caused obstacles to effective strategic planning in hospitals. Lack of justification for strategic planning, incompetent strategic planning team, inaapropriate strategic planning model, lack of teamwork morale, poor communication and coordination, inadequate education and training, lack of&nbsp; managers&rsquo;, employees&rsquo; and physicians&rsquo; commitment and participation, lack of resources, lack of monitoring and evaluation were the main challenges of strategic planning in hospitals.<br> <strong>Conclusion:</strong> Hospital managers are facing challenges in strategic planning. If these challenges are not managed well, more problems will occur during strategic plans implementation.
